The ANSI / NIST kit is utilized for Reading, Writing, Editing, and Validation of Data & Biometric Objects in Compliance with ANSI/NIST ITL-1 2007 & 2008 standards. The National Technology Transfer and Advancement Act (P.L. 104-113) encourages Federal Agencies, as well as state and local governments, to achieve greater reliance on voluntary standards.


“Standards and guidelines for information exchange relating to automatic data processing and related systems” are described in the following documents, which is the ground that our ANSI / NIST kit is based on:

• Data Format for the Interchange of Fingerprint, Facial, & Other Biometric Information - Part 1: (ANSI/NIST-ITL 1-2007)
• Data Format for the Interchange of Fingerprint, Facial, & Other Biometric Information - Part 2: XML Version (ANSI/NIST-ITL 1-2008)

One major use of the standard is for the Integrated Automated Fingerprint Identification System, more commonly known as IAFIS, by U.S. law enforcement (local, state, federal). IAFIS uses the FBI Electronic Biometric Transmission Specification, or EBTS, to define the interface between the IAFIS and other agencies’ systems. Using ANSI/NIST-ITL 1-2007, the EBTS specifies the file and record content, format, and data codes necessary for the exchange of biometric identification information between Federal, State and local users and the FBI.

In order to provide governments & entities dealing with governments the necessary tools for following this standard and guarantee interoperability Avalon Biometrics developed the ANSI / NIST Kit. Systems aiming for conformance with the ANSI / NIST standard can implement with this kit the transmitting and/or receiving of all record types defined by the standard with a comprehensive and an easy-to-use SDK to provide global interoperability.

The ANSI / NIST Kit supports all record types defined by the standard, inclusive the additions in ITL-2007

• Support for international characters sets through the Unicode UTF8 format
• Support for JPEG2000 compression of 1000 ppi fingerprint images (according to FBI recommendations)
• NIST formatted data can be converted into XML format
